Armaflex Class O Pipe Insulation 60mm x 13mm fits 2 inch steel tube, with 13mm of sealed foam round it. As a light grade, it goes on heating pipework indoors where the pipe stays warm and the aim is to cut heat loss.

Brush off loose rust and old lagging before fitting. Cut it lengthways, clip it over the pipe and glue the split and the ends.
