The Hose Union Bib Tap Lockshield Valve is a wall mounted tap with a threaded hose union outlet. In place of a normal handle it has a lockshield top, so it can only be turned with a key.

Screw it into a wallplate elbow or female fitting using PTFE on the thread, and tighten until the outlet points straight down.
